Joe Foutz (NC DEQ)
Mr. Foutz has been with the NC Division of Air Quality - Mooresville Regional Office for 14 years. While in the regional office, he has prepared air permits for non-Title V facilities and conducted compliance inspections for Title V and non-Title V facilities. He serves as a member of the NC Division of Air Quality’s MACT Taskforce and as the lead for the NESHAP Subpart 4Z regulation. Mr. Foutz currently serves as the Compliance Supervisor for the Mooresville Regional Office. He has a BS in Civil Engineering and is a Registered Professional Engineer in NC.
Gary Saunders (NC DEQ)
Mr. Saunders has 41 years of environmental experience in permitting and compliance with respect to air related issues and the Clean Air Act. He has been with the NC Division of Air Quality for 19 years and is currently the Special Projects Engineer for the Stationary Source Compliance Branch in Raleigh. He is the current chair of DAQ’s Compliance Workgroup and been involved in the implementation, permitting, and compliance with the MACT and GACT rules under DAQ delegation from EPA. Prior to employment with the NC DAQ he worked for various consulting firms in stack testing, permitting, compliance investigations and training for the US EPA, DoD, DoE, and commercial/industrial clients. He has a BS in Chemical Engineering from NCSU.
This two-day course for state and local agency personnel will cover two of the 40 CFR 63 rules. This course will cover the regulations as well as permitting and compliance issues associated with implementing and enforcing the regulations. Approximately 1.5 days are associated with the Boiler MACT rules (40 CFR 63, Subpart 5D) and the remaining time is associated with the reciprocating internal combustion engines (RICE) rules (40 CFR 63, Subpart 4Z). We will also discuss, where appropriate, the similarities and differences of the Boiler GACT rules (40 CFR 63, Subpart 6J) to the Boiler MACT (5D) rules.
This course is specifically geared for engineers/inspectors with some field and/or permitting experience.
PREREQUISITES: Engineering/scientific degree or equivalent work experience as well as basic knowledge of overarching regulations from Clean Air Act statutory authority.
Those completing this course will gain a basic understanding of the following information as it relates to the MACT Rules (5D and 4Z):
