Workshop Description 

This 2-day workshop will help states better understand how to comply with the requirements of EPA’s Clean Power Plan rules and explore the pros and cons of various approaches.  The intended audience is MARAMA Air Directors and state agency staff who have already developed a basic understanding of the requirements of the Clean Power Plan and who are looking for a deeper dive into key issues facing the Mid-Atlantic region. 

The agenda will include expert presentations as well as time for discussion among EPA and MARAMA agency managers and staff working to implement the Clean Power Plan.  We expect EPA Regions 2, 3, and 4 and headquarters staff will be represented as well as State and Local Air Directors and staff.  A limited number of outside experts will be invited to participate in the program, and there will be opportunities for states to present their views and experiences.

Topics will include

    -  State perspectives and issues
    -  Implications of options for CPP implementation
    -  Interfaces between rate- and mass-based options and between
       RGGI states and others
    -  Comments EPA received on proposed Model Rules and the use
       of model rules in state plans
    -  Monitoring, record keeping, and reporting – transitioning from RECs to ERCs
    -  Consistency among EPA regional offices
    -  The Clean Energy Incentive Program
    -  What’s required for states to demonstrate compliance

MARAMA SUPPORT AVAILABLE

Overnight support is not available to those who live within 50 miles of the workshop location.  For others, MARAMA will offer support to cover the cost of room and tax for up to 2 staff members per MARAMA member agency for the night of February 23, 2016 if needed.  If an additional night is needed due to travel time, please request additional support as noted below.
