Regional Technical Center - Priorities
for 2001 and 2002

These priorities will guide the activities in
2001 and 2002 as the RTC Committee develops proposals for regional
activities and for using RTC funds to help implement the national
standards for ozone, fine particles, and haze. This list is not
presented in order of priority.

| a) |
Develop and implement an integrated work plan
for improving fine particle emissions inventories, including state,
local, and tribal activities and needed RTC work:
· Complete development of 1997 inventory framework files for
creation of ozone modeling inventory.
· Follow up on improvements to ammonia emissions inventory
to utilize and augment results of Carnegie Mellon University work.
· Follow up on recommendations for improving emissions
inventories for regional haze planning.

Continue to coordinate closely with modelers and inventory
experts in Region III state and local agencies as well as with NESCAUM,
LADCO, North Carolina, and New York modeling centers to promote data
sharing and integration of modeling and analyses projects:
· Provide inventory quality assurance reports to modelers and
assist in coordinating with states to resolve emissions inventory
questions and problems. This would be an iterative process in increasing
complexity and detail in time and would depend on developing in-house
capability (item c below) or contractual support.
· Provide training and facilitate regional coordination meetings
as needed.
· Work with cooperating state and local agencies to develop
projection year ozone precursor inventories-baseline and controlled.
· Consider hiring experts to peer review key model inputs
(e.g., meteorological data).

In order to accomplish several items above, develop
in-house MARAMA capability for:
· Visualization of emissions inventory and model input and
output files.
· Emissions modeling.
· Storing, maintaining, and manipulating NET/NEI inventory
for the Eastern Unified Domain.

For all activities, seek to integrate ozone work with regional
haze activities and eventually with fine particle work, and seek opportunities
to collaborate with other regions. |
