Summary of Corrections Made in the Foundation Files by Eric Zalewsky

In the point source data files, 17 duplicate records from NJ
and 1 duplicate record from PA were found and corrections were made in emissions.pt and process.pt.
In the point source data files, a large number of duplicate records were found in ozone season
daily emissions. All five EMS files for West Virginia were regenerated by Ed Sabo of PES. (Feb 2002)
Acquired additional stack parameters for considerable missing data for the state of NY. (Jan-Feb 2002)
Ed Sabo of PES has prepared additional files
in EMS format for 20+ states. These were based on the NEI96v4 but
were not QA'ed as extensively as the 13 or so MARAMA states.
Added additional files to foundation files for point, area and mobile
sources. (Oct 2001 - Jan 2002)
- Earlier area.ar file contained 800+ duplicate entries and some invalid SCC codes.
- Earlier device.pt file was missing many device ID's that were listed in the
process.pt file.
In MD, they broke up their architectural coating emissions into oil and water based
and assigned more specific SCC codes for them, both of which were not found in the EMS lookup table. They
have been reassigned to the general SCC code and those emissions have been combined under that SCC code.
New Jersey used an incorrect code for cigarette smoke. These have been changed to 28-10-003-000 for
all 21 counties and 3 pollutants.
Motor vehicle foundation files contained information for only two counties in PA.

Having processed the point and area source emissions with EMS2001, a number of
diagnostic reports have indicated a few error/warnings for the foundation files. Examples include
invalid SCC/ASCT codes, duplicate keys, device ID's in the emission.pt file with no match in the device.pt file, etc.
Having consulted with Mark Janssen of LAPCO, necessary changes/corrections have been made.
