2002 MANE-VU Emissions Inventory

What is MANE-VU?

The Mid-Atlantic/ Northeast Visibility Union (MANE-VU) is a Regional Planning Organization that was formed to encourage a coordinated approach to meeting the requirements of EPA’s regional haze rules and reducing visibility impairment in major national parks in the Mid-Atlantic and Northeastern states. MANE-VU provides technical assessments and assistance to its members, evaluates linkages to other regional air pollution issues, provides a forum for discussion, and encourages coordinated actions. MANE-VU also facilitates coordination with other regions.

MANE-VU members include Connecticut, Delaware, the District of Columbia, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, the Penobscot Indian Nation, Rhode Island, the St. Regis-Mohawk Tribe, and Vermont.

What is the 2002 MANE-VU Emissions Inventory?

As technical support for the MANE-VU states, 2002 MANE-VU emissions inventory was compiled.

  • The basis for this inventory is the emissions data that states submitted to EPA in June 2004 to fill the requirement of the Consolidated Emissions Reporting Rule (CERR).
  • National and regional data were integrated into this data set with state approval.
  • Certain quality assurance (QA) checks dealing with the format and content of the data have already been completed and corrections have been made with state approval.
  • For point sources in particular, additional QA issues have been identified for stack parameters, control efficiencies, and latitude/longitude locations. States are currently reviewing the QA reports on these issues and once approval is received the appropriate changes will be made.
  • This external public review of the data is an additional opportunity to improve the inventory. Comments are requested by September 3, 2004.
  • The comments received as a result of this Stakeholder review will be reviewed by states and further changes will be made to the dataset with state approval.
  • As part of the ongoing emissions inventory development process, future additional corrections will be made to the data as time and resources allow.

How the MANE-VU Emissions Inventory being used?

The MANE-VU Emissions Inventory is being used to model the atmospheric chemistry involved in the formation of ozone and fine particulate matter from the emissions of thousands of sources in the northeastern United States. The inventory includes all source types: industrial point and area sources, automobiles, non-road sources such as locomotives and marine vessels, and biogenic or natural emissions. The inventory covers seven pollutants, and certain greenhouse gas pollutants (CH 4, CO 2 depending on state data submitted to EPA).
