Regional Haze Consultation for the Mid-Atlantic and Northeastern Class I Area

The States of New Jersey, Vermont, New Hampshire, and Maine, along with representatives of other states, tribal governments, and federal agencies, are working to address visibility impairment due to regional haze in seven Mid-Atlantic and Northeastern Class I areas: Brigantine Wilderness Area, Lye Brooke Wilderness, Presidential Range/Dry River Wilderness, Great Gulf Wilderness Area, Acadia National Park, Roosevelt/Campobello International Park, and Moosehorn Wilderness Area. In the U.S. Clean Air Act, “Congress declares as a national goal the prevention of any future, and the remedying of any exiting, impairment of visibility in mandatory class I Federal areas which impairment results from manmade air pollution.” States are required to “make reasonable progress toward meeting the national goal,” of natural conditions, specifically visibility levels in the absence of manmade air pollution (U.S. Clean Air Act, Section 169A).

EPA adopted regulations to assure reasonable progress toward meeting the national visibility goal and compliance with related provisions of the Clean Air Act (40 CFR 51.300-308). Those regional haze rules require consultation among states which may reasonably be expected to cause or contribute to visibility impairment at specific Class I areas (large national parks, national memorial parks, international parks, and wilderness areas). States with Class I areas must consult with other states and with Federal Land Managers in setting reasonable progress goals and adopting long-term strategies to improve visibility in those areas. States with emissions that are reasonably anticipated to contribute to visibility impairment at a Class I area in another state must consult with that state to develop coordinated emissions management strategies. Both reasonable progress goals and emissions reduction strategies must be adopted by the state and submitted to EPA for approval as revisions to the State Implementation Plan (SIP), tribes may chose to adopt Tribal Implementation Plans (TIP).
